The Government e-Marketplace (GeM) has implemented a major policy change. As part of its initiative to simplify public procurement processes and enhance accessibility for MSMEs, the government has removed the mandatory Caution Money requirement for all sellers and service providers.

The Government e-Marketplace (GeM) has become the backbone of public procurement in India. Every seller or service provider who wishes to work with government buyers must register on GeM and follow its rules. One of the most common questions new sellers ask is about caution money on the GeM portal. In this guide, we will explain what caution money is, why it is collected, how much you need to pay, and how it affects your business on GeM.

As Bidz Professional, a trusted GeM portal consultant, we often receive queries from vendors who are confused about this fee. Our goal in this blog is to make the concept clear so you can focus on growing your business without any doubts.

Caution Money Guide

What was the Caution Money in GeM?

Caution money is a one-time refundable deposit that every gem portal seller has to pay when registering on the GEM portal. It acts as a form of security for the government and ensures that only genuine businesses are listed. Unlike non-refundable registration fees, caution money is not a cost but a deposit. Once your account is closed or deactivated, the amount can be refunded to your bank account after following the proper process.

In simple words, the government wants sellers to show commitment and seriousness by depositing this amount before they start listing products or services.

Caution Money Kya Hota Hai?

Why Did the GeM Portal Originally Charge This Deposit?

GeM Portal is designed to bring transparency, trust, and efficiency in government procurement. By charging caution money, the portal filters out fake or non-serious sellers. Here are the main reasons:

  • Ensures authenticity: Only genuine vendors who are serious about doing business with the government will deposit the money.
  • Builds trust: Buyers know that the sellers listed on GeM have cleared a basic level of verification.
  • Promotes fair competition: It discourages casual or fraudulent registrations that can spoil the marketplace.

As a GeM portal consultant, we explain to our clients that caution money is not a penalty or hidden fee. It is a safeguard to maintain the quality of sellers on the platform.

The Big Update: Caution Money Requirement Eliminated

Previously, GeM required sellers to pay a security deposit, known as Caution Money, based on their annual turnover. This meant that businesses, particularly new vendors, had to set aside part of their working capital before they could participate in bids or receive direct purchase orders.

For reference, the earlier Caution Money slabs were:

  • Turnover below ₹1 Crore: ₹5,000
  • Turnover between ₹1 Crore and ₹10 Crores: ₹10,000
  • Turnover above ₹10 Crores: ₹25,000

With the latest GeM policy update, these turnover-based deposit requirements have been completely removed. Sellers and service providers can now register and onboard on the platform at no cost. This change makes GeM more accessible to everyone, including individual artisans, micro and small enterprises, startups, and large corporations.

How to Withdraw Your Existing Caution Money Deposit

1.Log in to the Seller Account:Step 1.

Log in with your primary user credentials on the official GeM portal.

2.Navigate to the Caution Money Section:Step 2.

Go directly to your Dashboard and select Manage Caution Money Account from the menu.

3.Recalculate Threshold:Step 3.

Click on the Recalculate Threshold button. Because the policy has updated the slab requirements to zero across the board, the system will adjust your required threshold to ₹0.

4.Withdraw Excess Funds:Step 4.

Click on Withdraw Excess Funds. A pop-up will appear displaying your primary, PFMS-verified bank account. Confirm the details, and the funds will be credited back to your bank account (typically within 24 hours if requested during business working hours).

Important Bank Account Note: If your bank details do not appear during the withdrawal pop-up, double-check your Seller Profile. Ensure your primary business bank account is fully updated, marked as “Primary,” and shows a successfully completed PFMS (Public Financial Management System) verification status. If it was recently updated, wait roughly 2 hours for the system cache to refresh before trying the withdrawal process again.

Is Historical Caution Money Fully Refundable?

Many sellers confuse caution money with registration fees or vendor assessment charges. Here are a few clarifications:

  • It is not a registration fee: Registration on GeM is free, caution money is separate.
  • It is not vendor assessment fee: That is a different process to get OEM or Deemed OEM status.
  • It is not a service charge: GeM does not charge sellers for providing services, only for caution money as security.

Understanding this difference is crucial to avoid miscommunication and unnecessary worries.
