The Vendor Assessment process is crucial for establishing the quality and credibility of a product or service. Vendors who successfully complete this assessment are designated with a “VA” (Vendor Assessment) tag on the GeM Marketplace. This designation greatly enhances the confidence of prospective buyers, as it indicates that they are dealing with sellers whose credentials have been thoroughly verified and authenticated.
Currently, the GeM Vendor Assessment is conducted by the Rail India Technical and Economic Service (RITES). This assessment is carried out online, and the associated fee must be paid directly to RITES. The Vendor Assessment process is an essential step for sellers on GeM, as it evaluates their credentials and ensures they meet the required quality standards.
The assessment is divided into two stages: Desktop Assessment and Video Assessment. During the Desktop Assessment, the seller’s documentation and credentials are reviewed. The Video Assessment involves a live evaluation of the seller’s facilities and processes to ensure compliance with GeM’s standards.
Upon successful completion of both stages, sellers receive their OEM Panel or OEM certificate, enabling them to list their brand and products on the GeM portal. This certification not only validates the seller’s capabilities but also enhances their visibility and trustworthiness in the marketplace, facilitating better business opportunities and competitive advantage.

Who can apply for Vendor Assessment on GeM?
Vendor Assessment is a mandatory requirement for sellers wishing to participate in the public procurement of Q1 and Q2 category products on the GeM platform. This assessment ensures that only credible and quality-assured vendors are allowed to sell their products.
Original Equipment Manufacturers (OEMs) can apply for Vendor Assessment under the following categories:
- Manufacturing Unit
- Assembling Unit
- Third-Party Manufacturer (with or without a brand name)
If the products are manufactured outside India, and the manufacturing location does not share a land border with India, the manufacturing entity must obtain a “Deemed OEM” status on GeM. This designation ensures that the foreign manufacturers meet the same stringent quality and credential verification standards as domestic manufacturers.

Who are exempted from GeM Vendor Assessment
Sellers having an annual turnover of Rs. 500 Crore or more at least in one of the last three years as captured during registration.
- Central / State PSUs.
- Sellers who are Registered Societies/ Trusts or any other bodies with Government Representation.
- KVIC, WDO, Coir Board, TRIFED.
- OEMs holding BIS License (CML) for the particular product category which are validated through BIS database. Normal validity for this exemption will be three years. The seller is mandated to notify GeM in case cancellation of BIS license following which the exemption will be withdrawn.
- Vaccine manufacturer as per list provided by Ministry of Health & Family Welfare.
- Drugs/Medicine manufacturer with “Notarized Undertaking” &”Valid certified copy of Drug Licenses from the issuing/concerned Drug Authority”.
- Medical Device manufacturer with “Valid Manufacturing License” from the issuing Licensing Authority
- Sellers recommended for exemption for specific categories (created specifically for the Buyer Organization (s)recommending VAE) and specified validity period by any CPSE, Central and State Government Departments Authorities. The following prerequisites shall be met for such exemptions:
- Seller(s) and procurement item(s) shall be recommended by Competent Authority at buyer organization for exemption
- Procurement item(s) / List of categories is approved by the Functional Head, GeM (in charge of Catalogue Management) for exemption certifying that the recommended categories are Buyer Specific categories created for the recommending Buyer organization (s).
- The recommendation of exemption of any seller (corresponding to a category) shall be verified / confirmed (by the Vendor Assessment Agency) with both
- Nodal officer of buyer organization,
- Category Manager at GeM
- Any other category of sellers as notified with the approval of CEO-GeM.
