RITES is the appointed organisation responsible for vendor assessment by the GeM department. Once the OEM panel is established, sellers must list their brand in the appropriate category (whether it’s a registered or unregistered trademark). 

After listing the brand, sellers need to complete the product listing to participate in bids and authorised resellers to link the listed products.

What is Vendor Assessment on GeM?

Who can apply for Vendor Assessment on GeM?

Vendor Assessment is a mandatory requirement for sellers wishing to participate in the public procurement of Q1 and Q2 category products on the GeM platform. This assessment ensures that only credible and quality-assured vendors are allowed to sell their products.

Original Equipment Manufacturers (OEMs) can apply for Vendor Assessment under the following categories:

  • Manufacturing Unit
  • Assembling Unit
  • Third-Party Manufacturer (with or without a brand name)

If the products are manufactured outside India, and the manufacturing location does not share a land border with India, the manufacturing entity must obtain a “Deemed OEM” status on GeM. This designation ensures that the foreign manufacturers meet the same stringent quality and credential verification standards as domestic manufacturers.

GeM Vendor Assessment Process

Once a seller applies for the Vendor Assessment, Rail India Technical and Economic Service (RITES) will initiate the process by sending an email to the seller’s registered email ID. it will contain the necessary login credentials required for the assessment portal. RITES carries out vendor assessment for GeM in two stages:
Stage 1: Desktop Assessment

In the first stage, vendors are required to submit relevant information and documents for review. This initial assessment checks for any discrepancies or non-compliance issues.

If any are found, they will be flagged for resolution.

Stage 2: Video Assessment

The second stage involves a video assessment conducted by RITES auditor. This step validates the entire process through a video call, ensuring that the documents submitted during the Desktop Assessment are accurate and up-to-date. Pre - Requisites of Video Assessment

  • Ensure the phone runs on Android version 5 or above to support the video calling.
  • Use an Android phone from reputable brands such as Samsung, OnePlus, Redmi (Mi), Motorola, etc.
  • A piece of headphones or earphones with an integrated microphone is essential to ensure clear communication during the assessment.
  • The internet connection should work effectively inside the manufacturing site.
  • A stable and high-speed internet connection is necessary to ensure uninterrupted video calls.
  • The manufacturing site should be in full working condition to demonstrate the product manufacturing process.
  • All machinery at the site should be operational, and manpower should be available to showcase the workflow.
  • This includes providing detailed insights into the quality control measures in place.
  • The quality manager should be present during the assessment to explain and depict the product quality assurance processes.
