GeM Vendor Assessment is a mandatory verification process conducted by RITES to check your company’s documents, licenses, and production capacity.
It is required for Original Equipment Manufacturers (OEMs) and sellers of Q1 & Q2 category products on the Government e-Marketplace (GeM). Once completed, you receive a Vendor Assessment Certificate and an OEM Panel, which increases buyer trust and helps in winning bids
RITES is the appointed organisation responsible for vendor assessment by the GeM department. Once the OEM panel is established, sellers must list their brand in the appropriate category (whether it’s a registered or unregistered trademark).
After listing the brand, sellers need to complete the product listing to participate in bids and authorised resellers to link the listed products.
Who Needs GeM Vendor Assessment?
Vendor Assessment is required for:
OEMs who want to register their brand on GeM.
Sellers of Q1 & Q2 category products.
Importers/manufacturers outside India (as Deemed OEM, not covered here).
It is not required for resellers selling products under an already assessed OEM brand.
Vendor Assessment on GeM Portal
Following GeM registration, sellers are required to establish an OEM (Original Equipment Manufacturer) to assert ownership of their products and services. This involves applying for a Vendor Assessment on the GeM portal, conducted by RITES, to verify credentials and quality standards.
Once the OEM Panel is established, sellers can list their brand on the GeM portal. Subsequently, they can categorize their products/services and participate in bids. The Vendor Assessment process comprises two stages: Desktop Assessment and Video Assessment. What is Vendor Assessment on GeM?
The GeM Vendor Assessment is an important verification process for OEMs (manufacturers, assemblers, and importers) who want to list their products under Q1 and Q2 categories on the GeM portal. It does not apply to service sellers.
This assessment is conducted by RITES (Rail India Technical and Economic Service) and includes document verification (Desktop Assessment) and a live facility check (Video Assessment). The associated fees must be paid directly to RITES, and they vary depending on the seller’s annual turnover.
Once the vendor assessment is completed successfully, the seller is issued a Vendor Assessment Application ID (VA ID), which serves as proof of completion. With this VA ID, OEMs can proceed to create their OEM Panel, list brands, and upload products on GeM for participation in government procurement.
Completing the Vendor Assessment helps ensure that only credible and quality-verified manufacturers are able to sell through the GeM portal, thereby boosting buyer confidence and improving business opportunities.

Who can apply for Vendor Assessment on GeM?
Vendor Assessment is a mandatory requirement for sellers wishing to participate in the public procurement of Q1 and Q2 category products on the GeM platform. This assessment ensures that only credible and quality-assured vendors are allowed to sell their products.
Original Equipment Manufacturers (OEMs) can apply for Vendor Assessment under the following categories:
- Manufacturing Unit
- Assembling Unit
- Third-Party Manufacturer (with or without a brand name)
If the products are manufactured outside India, and the manufacturing location does not share a land border with India, the manufacturing entity must obtain a “Deemed OEM” status on GeM. This designation ensures that the foreign manufacturers meet the same stringent quality and credential verification standards as domestic manufacturers.

GeM Vendor Assessment Process
Stage 1: Desktop Assessment
In the first stage, vendors are required to submit relevant information and documents for review. This initial assessment checks for any discrepancies or non-compliance issues.
If any are found, they will be flagged for resolution.
Stage 2: Video Assessment
The second stage involves a video assessment conducted by RITES auditor. This step validates the entire process through a video call, ensuring that the documents submitted during the Desktop Assessment are accurate and up-to-date. The vendor has to pass the Video Assessment to get OEM panel. Know more about the video assessment process and best practices to avoid rejection.
Pre - Requisites of Video Assessment
- Ensure the phone runs on Android version 5 or above to support the video calling.
- Use an Android phone from reputable brands such as Samsung, OnePlus, Redmi (Mi), Motorola, etc.
- A piece of headphones or earphones with an integrated microphone is essential to ensure clear communication during the assessment.
- The internet connection should work effectively inside the manufacturing site.
- A stable and high-speed internet connection is necessary to ensure uninterrupted video calls.
- The manufacturing site should be in full working condition to demonstrate the product manufacturing process.
- All machinery at the site should be operational, and manpower should be available to showcase the workflow.
- This includes providing detailed insights into the quality control measures in place.
- The quality manager should be present during the assessment to explain and depict the product quality assurance processes.
- These documents should be readily accessible to share and discuss during the video assessment.
- Keep documents and certificates related to Research & Development (R&D), patents, and prototypes ready (if available).
